A. Quality Control Acts & Rules
The three agricultural inputs namely seed, fertilizers and pesticides play an important role to increase agricultural Production. The Central Government has enacted various Acts and control orders to regulate quality control of three inputs.
The above mentioned various Acts and orders are under implementation throughout the country and as such in Gujarat these Acts are implemented as detailed below :
At state level there is one quality control cell and Deputy Director (Q.C.) and Assistant Director of Agriculture (Law) and (Vigilance) are looking after all the activities of laws enforcement under direct control of Director of Agriculture. Director of
Agriculture is the competent Authority to give sanction for prosecution and launch cases in the court for all the three inputs.
In each district/there is Assistant Director of Agriculture. (Q.C.) who acts as licensing authority for three inputs. Not only issuing license, he also supervises activities of Agricultural Inspectors, coordinate the work for effective implementation of
78 Agriculture Inspectors are appointed in the state to implement all the three Acts in 184 talukas of Gujarat. On an average one Agriculture Inspector look after quality control activities in 2 to 3 talukas. He often and often visits various dealers, check
records, stocks, expire dates etc. and draw samples of three inputs in order to have a check on quality of the inputs.
B. Quality Control Laboratories
There are eight laboratories in the state to check quality of the three inputs viz. seed, fertilizer, and pesticides. Base on the reports of these laboratories necessary actions are taken against defaulters selling and manufacturing substandard material.
Besides this, time to time various refresher courses are organized by Central Govt. of keep updated knowledge of field staff and to keep them well acquainted with latest amendments made by Government under various Acts and orders.
