Centrally Sponsored Schemes

This program comprises mainly the financial outlay as matching share for the centrally sponsored schemes for increasing production of specific crops in specific area. The centrally sponsored schemes viz. Oilseed production programmed, National Pulses Development Project, and Technology Mission on Maize Development merged in to one scheme vis. ISOPOM as per Government of India's guideline. Other centrally sponsored scheme for improvement of Crop Statistic is retained.

An outlay of Rs. 1845.00 lakh state share and Rs.5985.00 lakh central share has been provided for shared based schemes for the year 2008-09. More over Rs 141.37 lakh has been provided for the fully centrally schemes.

Sharing based Centrally Sponsored Scheme

AGR-5 Technology Mission on Cotton (75 : 25)

Government of India has launched Technology Mission on cotton to encourage the production of quality cotton. The Mini Mission –II under the TMC is implemented by the department of agriculture to increase the yield in the field of farmers. The funds share is 75:25 central and state.

An amount of Rs. 510.00 lakh and Rs. 1530.00 lakh as state and central share has been provided respectively for the year 2008-09.

AGR-6 Technology Mission on Oilseeds, Pulses & Maize (ISOPOM) (75 : 25)

The above mission on oilseeds, pulses and maize production is to be implemented on 75:25 state/central sharing basis. These programmes have got priority in 20 Point Programme also. An amount of Rs. 930.00 lakh and Rs. 2790.00 lakh as state share has been provided respectively for the year 2008-09.

AGR-8 Agricultural Technology Management Agency (ATMA)

During 10th Fifth Year Plan it was felt need to have major changes in present extension system. Government of India has started a new scheme "ATMA” under "support to State Extension Programmes for extension reforms scheme” on the base of Macro management in which 90 % share from GOI and 10 % share from State Government.

The main objectives of the scheme are :
  • Changes in public extension system.
  • Public-Private Partnership (PPP).
  • Wide use of I.T. and Extension Media in field of Agriculture Extension.
  • To promote Partnership of Farm Women in Agriculture and Allied fields.
  • To promote farmers groups as stakeholders in extension system.
  • Capacity building of Extension Workers and farmers.
  • To strengthen Research Extension farmers linkage.
  • Location specific and demand driven extension services with public- private partnership.

An outlay of Rs. 220.00 lakh and as state share has been provided for the year 2008-09. Central share is providing directly to SMETI -ATMA from central government.

AGR-9 Work Plan – Macro Management

Centrally sponsored schemes to strengthened staff’s efforts through work plan under macro management is implemented with following objectives :

  • Reflection of local needs/crop/regions specific/priorities etc
  • Providing flexibility and autonomy of states
  • Optimum utilization of scare financial resource
  • Maximization of return
  • Removal of regional imbalances

An outlay of Rs. 185.00 lakh and Rs. 1665.00 lakh as state and central share has been provided respectively for the year 2008-09.

Following four sub-groups have been provided during the year 2008-09 under workplan.
  • Crop production programme
  • Farm mechanization
  • Balanced and integrated use of fertilizer
  • Extension & Other new initiatives

Fully Centrally Sponsored Scheme (100 % CSS)

AGR-7 Crop Statistics –ICS & TRS (100 % CSS)

Improvement of Crop Statistic and Timely Reporting of estimated area and production of principal crops are provided 2007-08. This scheme includes payment of salaries and other allowances for staff at sharing based 50:50. From 2007-08 , this scheme is declared as Central Sector Scheme. So no provision provided under plan.

An outlay of Rs. 77.87 lakh as central share has been provided respectively for the year 2008-09.

AGR-16 Scheme of Crop Estimation Surrey on Fruits, Vegetables and Minor Crops (FVM)

Crop Estimation Survey of Fruits, Vegetables and Minor crops is 100% css as per G O I guide lines. In the scheme crop estimation surrey on fruits, vegetables and minor crops. This scheme includes only payment of salaries and other allowances for staff

An outlay of Rs. 35.50 lakh as Central share (100%) have been provided for the scheme of crop estimation surrey on fruits, vegetables and minor crops (CES of FVM) in the year 2008-09.

AGR-17 National Project on Organic Farming

National project on organic farming is launched by Central Government which is fully centrally sponsored scheme from 2004-05. An outlay of Rs 10.00 lakh as Central share (100%) has been provided for the scheme as 100 % GOI share for 2008-09.

AGR-18 AGRISNET

National project for computer net working to provide better service for knowledge upgradation of farmers, market situation and current price and other agricultural information to farmers GOI launched with fully centrally sponsored scheme. An outlay of Rs 15.00 lakh as Central share (100%) has been provided for the scheme as 100 % GOI share for 2008-09.

Rastriya Krushi Vikash Yojna (RKVY)

RKVY launched by GoI in eleventh plan from 2007-08 with aim to achieve 4% agricultural growth rate.

An outlay of Rs. 1.00 lakh as Central share (100%) has been provided for the scheme as 100 % GOI share for 2008-09 as token outlay. Approved outlay for 2007-08 : Rs. 51.51 crore. SLSC & DLSC had been constituted

  • Nodal agency : Gujarat Agro Industries Corporation , for preparation of DAPs & SAPs & DPRs.
  • For Stream-I , Project sanctioned by SLSC on 18-2-2008.
  • For Stream-II , Rs. 12.50 crore , proposal submitted to Planning Commission & DAC-GoI, Grant release by GoI.DAPs , Grant of Rs. 2.20 crore release by GoI & it allocated to GAIC.reparation of DAPs for 2008-09 is under process.
Development and Strengthening of Infrastructure Facilities for Production and Distribution of Quality Seeds

An outlay of Rs 1.00 lakh as Central share (100%) has been provided for the scheme as 100 % GOI share for 2008-09.

Strengthening of Farm Mechanization through Training, Testing and Demonstration

An outlay of Rs 1.00 lakh as Central share (100%) has been provided for the scheme as 100 % GOI share for 2008-09.

National Food Security Mission (NFSM) Review 2007-08

National Food Security Mission is being implemented in the state in 4 districts forWHEAT which are Ahmedabad, Mehsana, Sabarkantha, Banaskantha and in 11 districts for PULSES which are Vadodra, Bharuch, Narmada, Dahod, Panchmahal, Surat,Patan, Sabarkantha, Banaskantha, Jamnagar and Kutch and 2 districts for RICE namely Dahod, Panchmahal.

The states Govt. has already submitted an Actionplan and get approved from Govt. of India in turn ofRs. 480.25 lakh for NFSM-Wheat and Rs. 226.00 lakh for NFSM-Pulses.
